Stockholm Internet Forum: #SIF13: Agenda and discussions (Day one)

Internet freedom for global development

The opening session of Stockholm Internet Forum revealed a mixed picture of the development from last year. Carl Bildt underlined the positive development and shared his hope for the future but at the same time, “be prepared to face the challenges ahead”. The panel had an extensive discussion regarding surveillance and state practice. Several questions and comments centered around to what extent state surveillance is a threat to freedom online. Some of the issues up for discussion was as following :

  • Human Rights Council resolution 20/8 – impact on the ground?
  • Connectivity as a driver for economic development
  • Is Internet always guaranteeing freedom, or is it just a platform shapeable for good and bad?
  • Censorship and surveillance as something every country does
  • The polarization between countries following WCIT 2012
  • The multi-stakeholder approach even more important since the challenges for a free internet is complex and shifting
  • Despite the current challenges there is hope for the future. The journey has just begun.

Topics and the summary of the discussions in day 1 :

1.Reconciling freedom and security in cyberspace :

The relationship between freedom and security in cyberspace was discussed, and participants gave their opinions emphasising the need to keep the internet free to make sure that it continues to be an enabler for economic growth, increased accountability, freedom of speech and the access to information. When speaking about security, the participants underlined the need to define security of what for whom. Some other issues up for discussion was as following :

  • Accessibility and affordability of the Internet
  • The role of civil society, private actors, government
  • The protection of whistle blowers
  • The need keep in mind the shifting circumstance in which different communities face questions related to cyber security and freedom
  • The role of new technology, and the way in which the development of technology outpace policy development

2. Global security and human rights in the internet age

 This panel aims to explore challenges relating to human rights and cyber security in the international arena. Increased digitalisation of human interaction has resulted in positive developments and opportunities that need to be protected and enhanced, therefore cyber policy has become an issue of international security.Some important questions were discussed like :

How do we ensure that international law, including human rights law, is applied in the cyber domain, and what are the challenges of implementing it? Can existing guidelines for responsible business practice be used to ensure the protection and promotion of human rights online?

3. Distributed security in a national context

 This panel aims to explore the security issues and human rights concerns in the day-to-day interactions in society. The multistakeholder perspective on internet issues provides an inherent assumption of distributed security provided by many different actors. Therefore, citizens’ ability to safeguard personal integrity and security on the internet needs to improve.

Several important aspects come into play in this regard.  How can democratic structures be applied and implemented to provide security on the internet, given its complex crosscutting and boundless nature?

4.Free and secure communication in a multinational context

Today, access to communication for everyone is increasing, bringing great potential but also challenges and consequences for the enjoyment of human rights and the security and privacy of individuals.

In this panel, representatives from state, business and international organisations will discuss the importance of security for individual users.What is the role of enterprises in ensuring secure communications and the respect for human rights, and how can this be accomplished in a feasible way? How can secure communication help us to support freedom of expression.

تالار گفتگوی اینترنت در استکهلم ، خلاصه ای از افتتاحیه و مطالب مورد بحث در جلسه روز اول :

آزادی اینترنت در جهت پیشرفت جهانی

مراسم افتتاحیه این انجمن صرف ارائه ی تصاویر مختلفی از توسعه های انجام گرفته طی سال گذشته شد. کارل بیلت پس از ارائه آمارهایی خوسایند مبنی برتوسعه های انجام گرفته در سالی که گذشت، بر لزوم آمادگی همگانی برای مقابله با چالش های آتی تاکید نمود. همچنین در ادامه بحث گسترده ای در مورد نظارت و عملکرد دولت ها نیز انجام گرفت. نظرات و سوالات گوناگونی مبنی بر اینکه تا چه حد نظارت دولت ها می تواند آزادی کاربران اینترنت را به خطر بیاندازد نیز صورت گرفت. تعدادی از مباحث صورت گرفته در جلسه به شرح زیر می باشد:

دسترسی به اینترنت به عنوان راه گشایی برای توسعه اقتصادی

آیا اینترنت تضمینی همیسگی برای آزادی است؟

سانسور و نظارت بر فعالیت های آنلاین کاربران، معضلی فراگیر در کلیه کشورها

با وجود تمامی مشکلات فعلی، هنوز هم امید برای آینده روسن بسیار است، این تنها ایتدای راه است

مطالب مورد بحث در روز نخست جلسه:

1.آشتی آزادی و امنیت در فضای مجازی:

موضوع این قسمت از جلسه اهمیت آزادی اینترنت بود ، حضار نظرات خود را در رابطه با فواید آزاد بودن اینترنت برای کمک رسانی به آزادی بیان، رشد اقتصادی ، افزایش پاسخگویی و دست یابی به اطلاعات بیان کردند. زمانی که بحث از امنیت به میان آمد حاضرین تاکید کردند که این نکته که ما به دنبال تامین امنیت "چه کسی" و " چه چیزی" هستیم باید به روشنی مشخص گردد. برخی دیگر از مباحث نیز به شرح زیر می باشد:

در دسترس و ارزان بودن اینترنت

نقش جامعه مدنی، بخش خصوصی و دولت

حفاظت از خبرچین ها

توجه به تغییر شرایط دائمی که جوامع مختلف را با سوالات مختلف در زمینه های امنیت سایبری و آزادی مواجه می سازد.

نقش تکنولوژی های جدید و روش هایی که توسط آنها توسعه فن آوری از توسعه سیاست پیشی می گیرد.

2. امنیت جهانی و حقوق بشر در عصر اینترنت

هدف از این قسمت جلسه بررسی چالش های مربوط به حقوق بشر و امنیت سایبری در عرصه بین المللی می باشد.  رشد روزافزون علوم دیجیتال که ایجاد فرصت ها و نتایج مثبت زیادی را به دنبال داشت باعث شد موضوع امنیت سایبری به یک مسئله امنیتی بین المللی تبدیل شود . مباحث و سوالاتی که در این زمینه مطرح شد نیز به شرح زیر می باشد:

چگونه از اجرای صحیح قوانین بین الملل مانند قوانین حقوق بشر ، در زمینه سایبری اطمینان حاصل نماییم ، و در صورت اجرای این قوانین با چه چالش هایی روبه رو خواهیم بود. آیا دستورالعمل های موجود در زمینه ی تجارت می تواند تضمین کننده ی امنیت و حفاظت از حقوق بشر در فعالیت های آنلاین باشد؟

3.  امنیت ملی

در این بخش هدف بررسی مسائل امنیتی و حقوق بشر در تعاملات روزانه جوامع می باشد. با افزایش روز افزون استفاده از اینترنت، توانایی افراد برای حفظ و نگهداری از اطلاعات شخصی نیز باید افزایش یابد.

جنبه های مختلف این موضوع نیز با مطرح کردن سوالاتی که نمونه آن را در زیر مشاهده می کنید بررسی شد.  مانند : چگونه می توان با بهره گیری از ساختارهای دموکراتیک به برقراری امنیت اینترنتی  بیشتر  کمک  کرد؟

4.ارتباط آزاد و مطمئن در زمینه های چند ملیتی

در این قسمت از جلسه، موضوع مورد بحث افزایش روز افزون استفاده از اینترنت و فواید آن در نتیجه آن به چالش کشیده شدن امنیت اطلاعات فردی کاربران می باشد. در این بخش ، نمایندگان دولت ، ارگان های دولتی و تجار نظرات خود را در مورد اهمیت برقراری امنیت فردی کاربران اعلام کردند. نقش شرکت های تجاری برای ایجاد ارتباط مطمئن و رعایت حقوق بشر چیست؟ یک ارتباط مطمئن چگونه می تواند کمکی  به آزادی بیان باشد؟
